Foreign Office, February 4, 1913, I AM directed by Secretary Sir E. Grey to transmit to you herewith, to be laid before the Marquess of Crewe, a copy of a telegram from His Majesty's Minister at Peking respecting two proposals put forward by the Chinese Government and the foreign opium importers respectively for settling the opium question in China.*

With the concurrence of Lord Crewe, Sir E. Grey would propose to telegraph at once to Sir J. Jordan his acceptance in principle of the solution put forward by the Chinese Government.
